State-Level Notes:

  • Delhi: Additional state subsidy available under Delhi Solar Policy (up to ₹10,000/kW for first 3kW). CFA also available as per central scheme.
  • Maharashtra: Follows only central subsidy. CFA applicable as per national slab.
  • Gujarat: Higher subsidies for lower consumption slabs and a dedicated state portal (https://geda.gujarat.gov.in). CFA also available. Gujarat Urja Vikas Nigam Ltd (GUVNL) and its DISCOMs provide ₹10,000/kW (up to 2 kW) and ₹5,000/kW beyond that (up to 3 kW). Maximum ₹20,000 state subsidy in addition to CFA. Only registered vendors on the GEDA (Gujarat Energy Development Agency) portal are eligible.
  • Tamil Nadu: Additional 40% state subsidy available for 1–3 kW systems. Applicable for homes under Tamil Nadu Energy Development Agency (TEDA). CFA from the central scheme is applicable concurrently.

For Apartment Societies (Residential Group Housing)

Subsidy & Regulations:

  • CFA (Central Financial Assistance) is provided only for solar systems installed for common area consumption (lift, water pumps, corridor lighting).
  • No individual flat-level subsidy available under central scheme.
  • System capacity should not exceed 500 kW per society (or as permitted by DISCOM).

Central Subsidy Rates:

  • ₹9,000 per kW for systems used in common areas.
  • Maximum subsidy limited based on the total sanctioned load and common area usage.

State Notes:

  • Delhi: Societies eligible for Generation-Based Incentive (GBI) up to ₹2/unit for 5 years. CFA for common area systems applicable.
  • Kerala: ANERT (Agency for Non-conventional Energy and Rural Technology) offers performance-based incentive in addition to CFA.
  • Karnataka: Net metering allowed for societies up to 500 kW. CFA applicable for common area consumption.

Installation Requirement:

  • Approval needed from RWA (Resident Welfare Association) and DISCOM (Distribution Company).
  • System must be installed through empaneled vendors.

For Commercial Buildings (Shops, Offices, Businesses)

Subsidy Availability:

  • No CFA (Central Financial Assistance) under national rooftop scheme.
  • However, Accelerated Depreciation (AD) benefits are applicable:
    • 40% depreciation allowed in first year.
    • Effective tax savings for profit-making companies.

Net Metering & Grid Regulation:

  • Commercial consumers allowed to install rooftop solar up to their sanctioned load.
  • Net metering allowed in most states, though capped differently:
    • Maharashtra: Up to 1 MW (Megawatt).
    • Tamil Nadu: Up to 999 kW (Kilowatt).
    • Delhi: 500 kW cap.

State Highlights:

  • Rajasthan: Special tariff benefits for HT (High Tension) commercial connections.
  • Punjab: Encouraging open access solar for commercial with wheeling benefits.

For Institutional and Non-Profit Entities (Schools, NGOs, Hospitals)

Subsidy Provisions:

  • No direct CFA (Central Financial Assistance) from central scheme.
  • States may offer capital subsidy or performance-linked incentives.

Financial Support Routes:

  • Soft loans under RBI’s (Reserve Bank of India) priority sector lending.
  • CSR (Corporate Social Responsibility) grants or green building funds.

State-level Schemes:

  • Telangana: 30% subsidy for government hospitals and educational institutions. No CFA under central scheme.
  • Odisha: Rs. 1 crore budget allocated under Soura Jalanidhi for institutions. No CFA from central.

State-wise Rooftop Solar Regulations (as of July 2025)

This document outlines the rooftop solar subsidy (Central and State) schemes and regulations for various Indian states. The structure of each state’s information is categorized by the type of property: individual homeowners, apartments/group housing societies, and commercial buildings. All abbreviations have been expanded with full forms in brackets where applicable.

Gujarat

Individual Homeowners:

  • Gujarat offers a 40% subsidy for rooftop solar systems up to 3 kW, and 20% subsidy for systems above 3 kW up to 10 kW under the Surya Gujarat Scheme.
  • Central Financial Assistance (CFA) under MNRE (Ministry of New and Renewable Energy) Phase II is also available for residential homes.
  • Systems above 10 kW receive a fixed ₹48,600.
  • Eligible only if installed by a GEDA (Gujarat Energy Development Agency)-approved vendor.

Apartments (Group Housing Societies):

  • Additional CFA of ₹18,000/kW for Group Housing Societies and Resident Welfare Associations (RWA) for common facilities (limit: 500 kW per society).
  • Net metering is allowed for common area usage.

Commercial Buildings:

  • Not eligible for CFA or Surya Gujarat subsidy.
  • Can still apply for net metering benefits.
Tamil Nadu

Individual Homeowners:

  • Tamil Nadu does not currently provide additional state-level subsidies.
  • Eligible for MNRE Phase II CFA: 40% for 1-3 kW and 20% for 4-10 kW installations.
  • Applications through TANGEDCO (Tamil Nadu Generation and Distribution Corporation Limited) online portal.

Apartments:

  • CFA not applicable for apartment buildings under national policy unless applied for common facility meters.
  • Net metering allowed for common area usage.

Commercial Buildings:

  • No CFA or state subsidy.

Net metering permitted under TANGEDCO regulations.

Maharashtra

Individual Homeowners:

  • No state-level subsidy; eligible for MNRE Phase II CFA.
  • Must install using empaneled vendors via the MSEDCL (Maharashtra State Electricity Distribution Company Limited) portal.

Apartments:

  • Net metering allowed for common area meters.
  • CFA not available for individual apartment units.

Commercial Buildings:

  • Not eligible for CFA.
  • Net metering allowed but capped by transformer load capacity (≤30%).
Karnataka

Individual Homeowners:

  • No state subsidy; eligible for MNRE Phase II CFA.
  • Must apply through BESCOM (Bangalore Electricity Supply Company Limited) portal and install via empaneled vendors.

Apartments:

  • Group net metering not clearly enabled.
  • CFA not available for individual apartment units.

Commercial Buildings:

  • Not eligible for CFA.

One net meter allowed per premise; net metering available.

Telangana

Individual Homeowners:

  • No state subsidy; eligible for MNRE Phase II CFA.
  • CFA applicable only when applied through TSREDCO (Telangana State Renewable Energy Development Corporation).

Apartments:

  • CFA not available.
  • Net metering allowed for common area meters.

Commercial Buildings:

Delhi

Individual Homeowners:

  • In addition to MNRE Phase II CFA, Delhi provides an additional ₹2/watt up to 3 kW.
  • CFA and subsidy applicable only if installed via the Delhi Solar Portal.

Apartments:

  • Group net metering allowed.
  • CFA applicable only to common area loads.

Commercial Buildings:

  • Not eligible for CFA.
  • Net metering and Accelerated Depreciation (AD) tax benefits available.
Rajasthan

Individual Homeowners:

  • Eligible for MNRE Phase II CFA.
  • Online application via JVVNL (Jaipur Vidyut Vitran Nigam Ltd.) and other DISCOM portals.

Apartments:

  • Net metering allowed for common facilities.
  • CFA only applicable for common loads, not individual flats.

Commercial Buildings:

  • No CFA.
  • Net metering allowed; may be subject to transformer cap.
Kerala

Individual Homeowners:

  • Eligible for MNRE Phase II CFA.
  • Previously ANERT (Agency for Non-conventional Energy and Rural Technology) offered additional support, but now only national CFA applies.

Apartments:

  • Net metering allowed for common meters.
  • CFA not available for individual flats.

Commercial Buildings:

Punjab

Individual Homeowners:
